Governo Lula intensifica debate sobre futuro das apostas online e bloqueia acesso para endividados

This decision aims to protect millions of Brazilian families from the escalating burden of debt, a problem aggravated by gambling addiction, with severe consequences for financial stability and social dignity.

José Guimarães (PT), Ministro das Relações Institucionais, declared during an interview with CNN 360 that if the federal administration decides to tackle the issue, it must either "acabar de vez ou fazer uma regulamentação radical." This stance reflects a growing concern within the Planalto regarding the pervasive impact of online gambling.

Combating the unregulated spread of bets has emerged as a significant plank in Lula's pré-campanha for re-election. O presidente, alongside other representatives of the Partido dos Trabalhadores (PT), openly opposes the betting market. This issue stands alongside other electoral priorities, such as ending the 6x1 workday, taxing super-rich individuals, and exempting Imposto de Renda (IR) for those earning up to R$ 5 mil per month.

Guimarães reiterated the government's current lack of a final position, but highlighted the link with the Desenrola Brasil 2.0. "O governo começou a discutir, nós não temos ainda uma posição definida do que fazer. Mas vejam que já no lançamento do Desenrola (2.0), que foi lançado essa semana, um programa importantissimo para o país... Já lá, o governo propôs que aqueles que renegociarem suas dívidas não podem migrar para jogos via online, portanto nós temos que tratar disso. Ou acaba, ou faz uma regulamentação radical," he affirmed.

O Ministério da Fazenda rolled out Desenrola Brasil 2.0 on Monday, 04/05/2026, an updated version of the debt renegotiation program from 2023. The new edition's central feature is the one-year ban from online betting platforms for all beneficiaries.

During a national radio and TV address celebrating Dia do Trabalhador, the presidente emphasized the social imperative behind the ban. "Agora, o que não pode é renegociar a dívida e continuar perdendo dinheiro, apostando em bet. Por isso, quem aderir ao Novo Desenrola Brasil ficará bloqueado por um ano em todas as plataformas de apostas online. Não é justo que as mulheres tenham que trabalhar ainda mais para pagar as dívidas de jogo dos maridos," he asserted.

From the Planalto's perspective, the high level of family indebtedness is substantially fueled by the deep entrenchment of bets within contemporary Brazilian society. Rogério Ceron, secretário-executivo da Fazenda, explained that "Apostas tiveram um papel para crescer o endividamento no período recente. Ter atuação conjunta com a proibição no uso dessas plataformas vai ajudar que eles não se endividem novamente, que eles comprometam sua renda para fazer apostas e, em casos mais extremos, fazer operações de crédito para fazer apostas."

The economic repercussions extend beyond individual households. According to data from the Confederação Nacional do Comércio (CNC), spending on bets caused Brazilian commerce to forgo approximately R$ 143,82 bilhões in sales over the last two years. This staggering amount is equivalent to dois natais lost to the retail sector, underscoring the broader economic drain inflicted by the uncontrolled expansion of online gambling.
